What it checks
- A consent default is set before any Google tag fires
- The default includes the v2 parameters ad_user_data and ad_personalization
- Clicking "accept" sends a consent update with granted values
- After "reject all", Google does not report consent as granted
- Google requests carry the gcs and gcd consent parameters
